Are you talking about sales tax? If so contact the Sec of State for your state and they would be able to direct you on what their requirement are.
If you are talking about FEIN, that would be the IRS. But most affiliate programs use you SSN.

tax id if you have a corporation or small company. if you are an individual, I believe your soc security would do
